To put in writing what we discussed during the call today: simple-datatable was used to filter users (see #52), but it's fine to remove, I'll re-add filtering for users once we have a railsy solution for filtering such tables.

What Issue Does This PR Cover, If Any?
Resolves #59
What Changed? And Why Did It Change?
Adds obfuscated csv files exported from the existing system in November and a script to import those files. Adds old_id to providers and topics to support backfill.
Makes the description trunction conditional on a description being present.
Removes the simple-datatables call that was unused and was throwing an error.
How Has This Been Tested?
Manually. As of yet there are no automated tests.
